The City of Newburyport, Massachusetts (herein “The City”) is seeking proposals from qualified vendors (“Proposers” or “Contractors”) for weekly and bi-weekly collection, transportation, disposal, recycling and composting services for curbside refuse, single stream recycling, organics (food waste) and other described services for most residential properties in Newburyport, as defined in Attachment B, with service anticipated to commence on July 1, 2024.

All submissions, to be considered, must be prepared in accordance with the requirements specified in this Request for Proposals package.

Enter Project Code 856610 in the project locator box. Select “Acquire Documents” to download bid documents, review a hard copy at Projectdog’s physical location, or request a free project CD. It is the sole responsibility of the contractor, subcontractor, vendor, individual and/or corporation to review all ADDENDA prior to bid opening at www.Projectdog.com or at Projectdog’s physical location. Hard copies of submissions are due on or before August 31, 2023 by 10 AM and are to be delivered to the City of Newburyport’s Water & Sewer Business office located at 16C Perry Way, Newburyport, MA 01950 ATTN: Thomas Watkins, Business Manager. The office is open Monday – Friday 8:00 AM – 4:00 PM. Any submission received after this time and date will not be considered and will be returned to the Respondent unopened. The clock in the Business Office shall represent the official time for purposes of this determination and all submissions shall be delivered to the Water/Sewer Business Office by the above stated date and time.

A 5% BID BOND must accompany each proposal and must be in the form of a money order, certified check or a cashier’s check, drawn on any bank authorized to do business in the State of Massachusetts or a bid bond, properly executed by the Bidder and by a qualified surety. Upon award, the Selected Proposers will enter into an Agreement with the City and furnish the required Performance Bond within the timeframe set forth in the RFP documents. If a Selected Proposer fails to do so, the Bid Bond shall be retained by the City as liquidated damages and not as penalty.
