Municipal Lien Certificate:
A Municipal Lien Certificate (MLC) is a legal document usually requested for property transfers and refinances. Request forms for MLCs can be found under LINKS on the city website and submitted to the Treasurer's office in writing along with a $25.00 fee per parcel. This document is recorded at the Essex County Registry of Deeds in Salem, Massachusetts. It may list any outstanding property taxes and utilities at the time of request. It also contains record owner, property location, value assessment, land area, and book and page of recorded deed. MLCs may now also be ordered online.

Motor Vehicle Excise Tax:
The Treasurer/Collector's Office mails excise bills throughout the year as the office receives the vehicle information from the Registry of Motor Vehicles. The excise tax bills are due 30 days from the date of issue. Each vehicle is billed per calendar year, for the months a registration plate is in possession.

Boat Excise Tax:
Boat excise tax is assessed for the prior season and collected on an annual basis, according to the schedule set by the Assessor's Office.
