The mission of the Office of the City Clerk is to provide personable, efficient, and competent services to the residents of Newburyport. Often a resident’s first and only interaction with the city is through the Clerk’s office, and the experience should be positive on all levels.The office strives to provide professional customer service to the residents of Newburyport that is accurate, timely, and courteous. The office facilitates preparation for City Council meetings, ensures the safekeeping and preservation of City Council actions, and provides quality administrative support to the Legislative body. The office also conducts municipal, state, federal and special elections with six wards, manages attending election workers, and certifies all nomination papers and petitions. The office is responsible for the maintenance of all voter certifications and records, and the administration of the annual census. The City Clerk is the official record keeper and the Records Access Officer (RAO) for the City of Newburyport. The office registers, issues, and amends vital records (birth, death and marriage), and issues various licenses and permits including marriage, business, outdoor seating, special event, flammable storage, dog, movable signage, yard sale, and raffle.
