Mass DOER Funding
The Massachusetts Department of Energy Resources (DOER), an agency of the Executive Office of Energy and Environmental Affairs, develops and implements policies and programs aimed at securing the adequacy, security, diversity, and cost-effectiveness of the Commonwealth’s energy supply to create a clean, affordable, and resilient energy future for all residents, businesses, communities, and institutions.
The DOER strives to ensure deployment of all cost-effective energy efficiency programs, maximize development of clean energy resources, create and implement energy strategies to assure reliable supplies and improve the cost of clean energy relative to fossil fuel-based generation, and support Massachusetts’ clean energy companies and spur clean energy employment.
Organized into five divisions, the DOER provides training and information through programs and other activities to educate and support to Massachusetts’ communities about energy use.
- Emerging Technology is where communities learn about new technologies related to energy storage, community clean energy resiliency, and alternative transportation
- Energy Efficiency is where you learn about the state’s nation-leading energy efficiency programs and initiatives
- Energy Markets & Policy Analysis finds MA energy data, home and auto fuel prices, customer migration data and more
- Green Communities provides grants and technical support to local communities for energy saving and clean energy measures
- Renewable Energy finds information on renewable energy programs and incentives, including solar, wind, clean cooling and heating
DOER Programs
- Leading by Example encourages state agencies and public colleges and universities to adopt new practices to reduce their impact on the environment, particularly climate change
- Green Communities Designation & Grant Program assists municipalities with becoming a Green Community to qualify for grants and technical assistance
- Massachusetts Clean Cities works with other agencies and stakeholders to make alternative fuel vehicles and related infrastructure a viable option in MA
- Solar Massachusetts Renewable Target (SMART) is a long-term, sustainable solar incentive program to promote cost effective solar development in MA

DOER Initiatives
- Energy Storage Initiative aims to make MA a national leader in the emerging energy storage market
- Home Energy Market Value Performance (Home MVP) Pilot is a new initiative working with a select group of home improvement energy contractors to provide incentives for comprehensive home energy improvements
- Clean Heating & Cooling is where you can learn about new clean energy technology and programs for heating and cooling your home or business
- Community Clean Energy Resiliency Initiative is a grant program that helps cities and towns use clean energy technologies to protect citizens from service interruption caused by sever weather due to climate change
- Zero Net Energy Buildings is an initiative designed to assist with a transition to the next generation of high-performance buildings
DOER Regulatory Measures
- MA Renewable Energy Portfolio Standard (RPS) was one of the first programs in the nation that required a certain percentage of the state’s electricity come from renewable energy
- Alternative Energy Portfolio Standard (APS) was established to complement the RPS Program, providing requirements and incentives for alterative electricity technologies
- Regional Greenhouse Gas Initiative (RGGI) is a cooperative effort by Northeast and Mid-Atlantic states to reduce CO2 emissions from large fossil-fueled power plants. RGGI is a regulatory program that uses market incentives to combat climate change
- Energy Management Services (EMS) is an alternative public procurement method for municipalities for the purchase of energy conservation measures, energy efficiency and water conservation measures and onsite energy generation

- Clean Energy Ranking & Progress that tracks how MA is doing nationally in implementing clean energy policy and programs
- Massachusetts Energy Profile is a comprehensive look at how the state uses energy including consumption, expenditure, emissions, and pricing data
- Renewable Energy Snapshot shows the amount of solar, wind, and combined heat and power (CHP) installed in MA
- Leading by Example chronicles state government progress toward meeting energy and emissions goals at state facilities
- Massachusetts Energy Data has additional data about electric and natural gas markets, greenhouse gas emissions, the electric grid, and more
