Funding

The primary public entities investing in clean energy are the Massachusetts Division of Energy Resources (DOER) and The Massachusetts Clean Energy Center (MassCEC). 

Energy efficiency represents the biggest investment in clean energy. Mass DOER provides significant funding to MassSave, the statewide energy efficiency program sponsored by investor-owned utilities and energy efficiency providers. 

The DOER also funds the Green Communities Program, implemented to provide grants for energy efficiency improvements in municipal buildings, including schools. 

Alternative Compliance Payments (ACP) are collected by MassCEC and directed by DOER through both the Alternative Compliance Trust and the DOER Expendable Trust.

The Regional Greenhouse Gas Initiative (RGGI) auction proceeds are used to fund a portion of the Mass Save programs, grants for Green Communities and rebates for electric vehicles, among other energy initiatives.

Newburyport had taken advantage of grant-funded opportunities from MassSave and the Green Communities Program to advance the City’s energy goals.
