Investor-owned utilities use system benefit charges and auction proceeds from the Regional Greenhouse Gas Initiative (RGGI) to fund the MassSave programs, grants for the Green Communities Program, and rebates for electric vehicles, among other energy initiatives administered by the Mass Department Of Energy Resources (DOER) and MassCEC.
