Downtown Newburyport Traffic Circulation Study

Phase II Intermodal Transit & Parking Facility (Parking Garage) Traffic Study

The following downtown traffic and circulation study was undertaken by TetraTech on behalf of the City of Newburyport and the Merrimack Valley Regional Transit Authority (MVRTA) in relation to the new Intermodal Transit & Parking Facility (a.k.a. Titcomb Street Parking Garage) recently constructed at 83 Merrimac Street. The purpose of this study was to provide an update to prior “baseline” downtown traffic studies and address the potential traffic impacts associated with opening of the Titcomb Street Parking Garage, as well as potential development in the so-called “Waterfront West” area of downtown.  The report includes recommendations (and schematic designs) for potential improvements to existing roadways and intersections that may help to mitigate any traffic impacts associated with the new Parking Garage, as well as development in “Waterfront West.”

Another traffic study is anticipated in the near future from New England Development (NED) in relation to their development proposal for Waterfront West. This new study, based on data obtained in 2018 will likely address similar issues in greater detail and with greater emphasis on impacts and vehicular “trip generation” associated with the development of Waterfront West.
