Housing Production Plan
A Housing Production Plan is a community's proactive strategy for planning and developing affordable housing by creating a strategy to enable it to meet its affordable housing needs in a manner consistent with the Chapter 40B statute and regulation. The City’s Affordable Housing Trust has worked collaboratively with private consultants and the Merrimack Valley Planning Commission to collect data, understand local housing conditions and needs, and develop strategies that will meet the needs of residents today and in the future. The Plan examines Newburyport’s demographics, median income, home prices both for sale and rent, and identifies both urgent and long-term housing needs. The data and strategies are not only useful to City staff and elected officials, but also to stakeholders involved in the production, preservation, planning, and zoning aspects of housing development in Newburyport as it presents the specific needs of this community based on key findings. The resulting Plan includes a comprehensive analysis, set of strategies, and a user-friendly action plan for the community to follow to develop housing for all.
