Philips Drive Neighborhood Project Updates

The Newburyport Department of Public Services has awarded the Philips Drive Neighborhood Project to J. Tropeano, Inc. of Newton, NH.  Work is planned to start mid-October 2022.  The scope of work covered under this contract consists of full depth reclamation and binder paving of Philips Drive, Sullivan Drive, Ryan Road, and Drew Street, including the replacement of the water main and service connections up to and including the curb stops, replacement of fire hydrants, replacement of drainage infrastructure, sidewalks and asphalt berm.  

We will attempt to minimize the extent of any interruptions.  Please adhere to the construction and the temporary posted signs.  The City’s Department of Public Service’s staff will be on site to inspect and monitor the work.  We look forward to working with you all in the months ahead to complete this project in a timely and efficient manner.  We apologize for any inconvenience that this project may cause you and we thank you in advance for your cooperation. 


PROJECT SCHEDULE AND UPDATES BELOW SORTED BY MOST RECENT FIRST, IN RED.  
  • We will hold a Project Update Meeting at the Senior Center, 6pm, January 17, 2024.  Slide show presentation can be found HERE.
  • The Contractor is not working this week between the holidays.  They will return next week with 2 crews.
  • When in doubt and if we do not forewarn you, if you see the crews near you house, please prepare to move your car!  If you can get it out of your driveway early, it helps tremendously.
  • We will update you on the drainage subdrain construction and how some of you can connect.  Not everyone needs to connect.  Only those areas with major groundwater problems.  We will discuss this in detail at the Jan. 17 meeting.
  • Notice Water Pressure: A hydrant was opened to relieve pressure in the system in order for the contractor to perform their work.  You may experience loss of water pressure in your home.  This may continue to happen for the duration of the project.  Water pressure shall return shortly.  We apologize for an inconvenience this may cause you and appreciate your patience at this time.
PAVING SCHEDULE UPDATE:
  • Work will be conducted on Sullivan Drive, Drew Street from #10 Drew Street to Hoyts Lane,  Philips Drive from Storey Ave to Sullivan Drive (East Entrance) and Storey Ave to Drew Street. (West Entrance). 
  • Pavement Milling and Grading will be take place from Thursday October 26th to Wednesday through November 1st.  Residents will have access to their driveways but may not park on the street.  Please note NO PARKING SIGNS.
  • Paving will take place on Thursday November 2nd and Friday November 3rd. Residents may not park on the street and access to driveways will be limited. Please note NO PARKING SIGNS.  Paving will take place from 7 am to 4 pm.  Please move cars before 7 am.  Driveways will be accessible at end of construction day.
  • If you have an extenuating circumstance that requires access to driveways please contact Emily Machlin at (908) 337-1970 to make arrangements.
  • The delivery of large structure via oversized trailer has been POSTPONED:  Residents may park on Philips Drive and Ryan Road On Thursday, September 7, 2023. Once a new date is established we will repost and replace signs on cones along roadway.
  • August 9, 2023:  The week of August 14th, we plan on shutting down the water services throughout the Philips Drive Neighborhood.  Additional notices will be forthcoming once a date is determined.
  • May/June 2023: In the next few weeks residence may experience disruption in water service while service lines are replaced.  Once a date is determined for shutdown, you will be notified 24 hours in advance so that you may plan accordingly.  Shutdowns will begin at 8:00 am and service will return no later than 3:00 pm.
  • There were a couple concerns this past weekend regarding a potential water leak.  The neighborhood was investigated both internally by our water department and the City hired a leak detection company.  No leaks were detected.  We believe the water table is extremely high at this time due to the mild winter, snow fall events followed by excessive rain last week.
  • Construction continues to consist of catch basin installation and test pits investigations.
  • Please notify the us if you have an irrigation system or underground dog fence.
