Notice regarding Conservation Commission permits, meetings, and staff

ATTENTION:  Until further notice, all Conservation Commission meetings have been converted to an online format in lieu of in-person gatherings.

  1. Online meetings:  All public meetings and hearings are held remotely (via Zoom) until further notice.  Anyone interested in viewing or participating in these online meetings or public hearings should continue to look to the City Calendar for confirmation of dates and times, and agenda items or materials, as well as information on how to access the meeting online. Posted meeting agendas will include a direct web link applicable to the meeting.  

You can email or call staff to set up an appointment to submit an application, discuss your project, or address related concerns.  To set up a meeting or discuss a project, please email the Conservation Administrator at jgodtfredsen@cityofnewburyport.com.

  1. Digital Materials:  All application materials must be submitted in digital format via the online permittting system available at https://newburyportma.viewpointcloud.com/.  Please submit all application materials as a single pdf document, if possible, rather than in separate pieces.  For example, DEP forms, narratives, plans, photographs, etc, should all be scanned together and submitted as a single pdf document.
  2. Original, Hard Copies, and Fees:  Two (2) copies of the complete project application (forms, narrative, plans, photos, abutters lists, etc.) must be also be simultaneously submitted.  These may be mailed or hand delivered to the Conservation Commission in the Planning Office at City Hall, 60 Pleasant Street, Newburyport.  Applications will be considered incomplete and hearings will not be scheduled until hard copies have been received. 
  3. Schedule and Submission Requirements:  The Commission’s regular meeting schedule of first and third Tuesdays of each month has not changed, nor have the submission deadlines, as posted.
  4. It is not uncommon for the Conservation Commission to suggest revisions to projects or request that additional information be provided.  If you need to make any revisions (requested by the Boards or otherwise), be sure to submit them as soon as possible, or one week prior to the meeting/hearing at the latest.

(a) If  revised  plans  are  submitted  later  than  one week  prior  to  the meeting/hearing, staff may not have time to review them and the staff report is unlikely to reflect those changes.

(b) If plans are submitted less than one week prior to the meeting/hearing, the Conservation Commission reserves the right to continue the case to a future date if they feel that they, staff members, or the abutters were not given sufficient time to review the changes before the hearing.
