DEWATERED WASTEWATER RESIDUALS and WATER TREATMENT RESIDUALS
CITY OF NEWBURYPORT, MASSACHUSETTS

The City of Newburyport, Massachusetts is accepting sealed proposals and separate sealed price proposals from interested contractors for the DEWATERED WASTEWATER and WATER TREATMENT RESIDUALS in the City of Newburyport FOR BENIFICIAL USE and DISPOSAL SERVICES at a MassDEP approved facility in Fiscal Year 2022, 2023 and 2024 pursuant to the General Laws of the Commonwealth of Massachusetts. This Request for Proposals is in conformity with the provisions of M.G.L. Chapter 30B, and in accordance with industry standards and all applicable Federal, State and Local regulations, with due notifications and permits as required.

The Contractors, at no additional cost to the City, will provide to the drivers employed by the City, adequate facilities to wash the tires and gates of trucks used to transport Residuals, so that the vehicle is cleaned appropriately when leaving the site.

The agreement will be for a period of THREE years effective July 1, 2021 through June 30, 2024.

The SCOPE of SERVICES: The Contractor agrees to provide beneficial use and disposal services without Transportation services of dewatered wastewater residuals generated from the City’s wastewater treatment facility located at 115 B Water St., Newburyport, MA. A facility must be within 20 minutes’/20 miles drive from the Wastewater Plant, 115B Water St., Newburyport, MA 01950.

Also, the Contractor agrees to provide transportation and beneficial use or disposal services of Water Treatment Residuals generated from the city water treatment facility located at 7 Spring Ln., Newburyport, MA. The Contractor will provide a loader and operator for the duration of the Water Treatment Residuals removal for a one-time cost per year to the City. The Contractor will be responsible for performing the required PFAS testing and submitting reports.

The Contractor shall provide the City up to 1,000 cubic yards per year of screened compost at no charge. The City shall be responsible for transporting compost from the facility.

Sealed proposals and  separate sealed price proposals will be received in the Auditor’s Office until the DEADLINE OF 1:00PM, Monday, August 30, 2021.  The  address is City of Newburyport, City Hall, 60 Pleasant Street, Auditor’s Office, Newburyport, MA 01950.

The City of Newburyport reserves the right to reject any and all proposals or to waive any informality in the proposals, if it appears to be in the best interest of the City. EOE
