The Work entails the construction of a stone revetment along the shoreline, an elevated berm, and the final section of the Phase 2 Clipper City Rail Trail on top of the berm. An off-road 10-foot wide hot mix asphalt shared use path will be constructed from Water Street approximately 1,200-feet north to the current trail terminus near the American Yacht Club, as shown on the Plans and stated in the Specifications.  The Work includes, but is not limited to, placement of a stone revetment; earthwork; hot mix asphalt paving; hot mix asphalt shared use path construction; erosion control; cleaning of drainage structures and pipes; adjusting utility castings; fine grading; loaming and seeding; traffic management; installation of trail amenities; and planning/coordinating with National Grid for electric infrastructure improvements.  All bids for this project are subject to the applicable bidding laws of the Commonwealth of Massachusetts, including, but not limited to, General Laws Chapter 30, Section 39M, as amended.  General bids shall be accompanied by a bid deposit that is not less than five (5%) of the greatest possible bid amount.

This project is being Electronically Hosted and Bid (E-Bid). Bid Forms and Contract Documents are available online at www.Projectdog.com website at 10:00AM Wednesday, November 4, 2020.  All plan holders must register or have an active online account on www.Projectdog.com to acquire documents, receive project notifications, and to submit bids electronically.  Enter Project Code 840697 in the project locator box and select “Acquire Documents” to download documents.  There are no filed sub-bids for this project.

The estimated value of this contract is $1,225,000.

There will be an optional pre-bid meeting on site at the northern trail terminus, adjacent to the American Yacht Club, near 115 Water Street R, Newburyport, MA 01950 on Monday, November 9, 2020 at 1:00pm.  Prospective bidders are encouraged to visit the project site to become familiar with the existing conditions prior to submitting their bid.  All questions by prospective Bidders as to the interpretation of the bid specifications must be received in writing via email to (Aleece.DOnofrio@stantec.com) by 3pm Tuesday, November 10, 2020. The Engineer will then post an addendum via www.projectdog.com by 3PM, Thursday, November 12, 2020. Projectdog will notify Bid Holders that an addendum has been posted.

The City of Newburyport reserves the right to accept or reject any or all bids, to waive any informality contained therein, and to award the contract as determined to be in the best interest of the City.
