City Sidewalk Partnership Replacement Program

The City Sidewalk Partnership Replacement Program is a joint collaboration between the property owner and the City of Newburyport. The Newburyport Department of Public Services (DPS) welcomes and will assist any homeowners interested in replacing the sidewalk in front of their property with the standards set by the department. Below are the steps required to have your sidewalk replaced under our City Sidewalk Partnership Replacement Program.

1. Homeowner notifies DPS in writing about interest in having their sidewalk replaced per DPS specifications and with the understanding that the homeowner will fund the material and installation cost. Be sure to provide homeowner contact information.

2. DPS staff reviews the request and responds back to the homeowner with an initial approval or denial. A denial decision may be the result of future work occurring on the street and sidewalk repairs that may have already been scheduled.

3. If DPS approves the request, the homeowner’s contractor must apply for a Roadway Construction permit from DPS. The cost of the permit will be waived. The contractor must be a licensed DPS-approved contractor. This list can be found on the DPS Highway Division Web-site. All cost associated with the material acquisition and installation shall be paid by the homeowner; DPS will only supply the labor associated with sidewalk preparation work.

4. Upon approval of the permit, the homeowner must notify DPS 21 days in advance of their scheduled sidewalk installation date. DPS will prepare the sidewalk for the new installation by removing any old material.

5. The homeowner’s contractor must have the new sidewalk installed within 21 days from DPS finishing the preparation work. Once the sidewalk is installed the homeowner or contract shall notify DPS for final inspection.
