Newburyport Youth Services (NYS) Feasibility Study

On November 19, 2020 architects from studioMLA presented a summary of the recently completed Newburyport Youth Services (NYS) Feasibility Study. For a link to the presentation slides click here. The purpose of the Feasibility Study was to identify the preferred and most cost-effective alternative for a permanent Newburyport Youth Services (NYS) facility. Two specific locations were identified for evaluation. The first location, preferred by NYS staff, would make use of an old National Guard maintenance garage at 57 Low Street, which has been used in recent years as a storage facility, Parks Department garage, and Emergency Management office. The second location, renovation and adaptive reuse of the former Brown School building at 42 Milk Street, would keep NYS where it is currently located.  The scope of work for studioMLA’s Feasibiltity Study included the following:
 
  1. confirmation of the programmatic and space requirements for Newburyport Youth Services, irrespective of which site is chosen;
  2. assessment of both sites and buildings to identify existing conditions, and major construction or upgrades required to adequately support Newburyport Youth Services at either location;
  3. development of schematic site and floor plans, for both potential locations, depicting existing and proposed configuration of uses and any major work required, both renovation or new construction, as applicable;
  4. development of rough, but detailed cost estimates applicable to the above options;
  5. providing a summary comparison of pros and cons associated with both options (alternative sites), including both costs and programmatic implications for Newburyport Youth Services, which will vary depending on which location is selected by the City.
