Phillips Drive Existing Conditions

The Phillips Drive neighborhood, which includes Phillips Drive, Drew Street, Sullivan Drive, and Ryan Road, has experienced some form of flooding and drainage problems for a number of years.  The City has met with residents on multiple occasions, held public meetings, collected comments and feedback, inspected the conditions of the roads and drainage pipes and structures, performed a field survey, cleaned out drainage pipes, reviewed historic and record data, performed hydrologic and hydraulic modeling. This is an ongoing project.

Current Project Status:

The project was awarded to J. Tropeano, Inc. on May 3, 2022 and is anticipated to begin early Fall 2022.  See Notice of Award.

A listing of the public meeting and major project milestones, most recent listed first:
  • Bid Document Design Plans and Projects Specifications as put out to bid are as follows:
  • Consultant revised 75% Design Plans per review and comments and 100% plans were put out for Bid on April 5, 2022.  
  • A neighborhood site walk was held on Thursday, May 14th to review the 75% design with residents and City officials.
  • A public meeting was held April 14, 2021, to present the 75% Design Plans and to hear public comment. The presentation slides can be found here. The full set of 75% Plans Design Plans are attached here and the associated draft cost estimate is availabe here.
  • On Thursday July 30, 2020 borings were completed to determine pavement depth and gradation of underlying soils, and groundwater and bedrock.depths.
  • On Thursday July 23, 2020 BSC Group Wetland Scientist delineated the Wetland resource area.
  • On April 29, 2020 the City of Newburyport signed a contract with BSC Group for the Phillips Drive Neighborhood Roadway and Drainage Improvements.  The Scope of Work included: Wetland Delineation, Pavement Evaluation and Soil Borings, Schematic Design, 75% Design Documents, Notice of Intent Package Preparation and Submittal,Final Desing Documents, and Bid Documents.   • Public Meeting to be held January 7, 2020 at 6:30 at the Senior Center.  Presentation Slideshow is available here.
  • Project Update and Recommended Next Steps issued September 10, 2019 Memo. 
  • March 2018: A public meeting was held to discuss the highlights of the Evaluation Report and Recommended Solutions.  The March 2018 Public Meeting Minutes and Slideshow Presentation are available here.
  • January 2018:  An Evaluation Report and Recommended Solutions report was created by the City of Newburyport Engineering Department to summarize the drainage and flooding problems that exist in the Phillips Drive neighborhood and to recommend improvements to resolve these problems.  
  • September 2017:  A public meeting was held to address the concerns presented in the Phillips Drive Neighborhood Water Drainage Issues Report and to inform the residents of the work that was completed to date and possible logical solutions to mitigate damage being caused by flooding.  The Public Meeting Slideshow Presentation  and September 2017 Public Meeting Minutes are available here.
  • April 2017:  Newburyport's Mayor Donna Holaday and members of the City Council met with Phillips Drive Neighborhood residents to discuss their concerns regarding flooding issues in the neighborhood.  As a response to the Mayor's request, the homeowners pulled together their concerns in a Phillips Drive Neighborhood Water Drainage Issues Report which was submitted June 2017.
