Parking Information


July 1, 2018 - June 30, 2019

NOTICE: We are changing the permit decals to an online permit process which will be available in July 2018. There will be a grace period through July 31st to allow for this transition. We will send a renewal notice to existing permit holders with further information on or about July 8th. If you are renewing, you should use the 'link code' that your will receive in the mail then 'extend' your permit.  Follow these steps for renewal:

Step 2: Log in to your account with your phone number or email
Step 3: The system will send you a text or email with your verification code
Step 4: Enter your verification code in the text box (NOT your Link Code)
Step 5: Create your 4 digit pin
Step 6: Click on ‘Use Link Code’ and enter your Link Code that we just sent to you (On the Lower Right of your Letter)
Step 7: Click on ‘extend permit’
Step 8: Fill out all the payment information, agree to the terms of service and privacy, and click ‘pay now.’ Your permit should now be extended.
New Permits

Parking Permit Program Beginning July 1, 2018

  • Permits will be available for eligible residents and employees July 1st at this link
  • Resident Permit $15/yr plus $3 processing fee
  • Senior Resident Permit $5/yr
  • Employee Permit $160/yr or $40/quarter plus $3 processing fee

Please Note: Parking Ticket for Non-Payment & Overtime is $25.00

Newburyport Municipal Parking Lots (see lot maps):

  • Green St. Lot (ZONE 2150) Permits Allowed – RESIDENT ONLY
    • $1.50/hr - 3hr Limit
  • State St. Lot (ZONE 2151) Permits Allowed – RESIDENT ONLY
    • $1.00/hr - 3hr Limit
  • Prince Place Lot (ZONE 2152) Permits Allowed – RESIDENT AND EMPLOYEE
    • $1.50/hr - All Day Parking (except in designated spots)
  • NRA East Lot (ZONE 2153) Permits Allowed – RESIDENT AND EMPLOYEE
    • $1.00/hr - All Day Parking
  • NRA West Lot (ZONE 2154) Permits Allowed – RESIDENT AND EMPLOYEE
    • $1.00/hr - All Day Parking
  • Waterfront Trust Lot (ZONE 2155) Permits Allowed – NONE
    • $1.00/hr - All Day Parking
  • Hales Ct. Lot (ZONE 2156) Permits Allowed – RESIDENT AND EMPLOYEE
    • $1.50/hr - All Day Parking
Parking Lot Payment

There are two methods of payment for parking in the lots:

1. Pay at Kiosk - There are 12 kiosks in our six paid parking lots. These kiosks accept coins, bills and credit cards. Paying is based on license plate.
2. Pay by Mobile App - The latest addition to the paid parking program is the addition of Passport.  With the launch of this service residents, businesses, and visitors are able to conduct their parking transactions by phone using their mobile application. To use the new phone Passport option, customers can register for free at by downloading the mobile app.
Parking Tickets
There are several options for paying parking tickets:
  • Pay a ticket online
  • Call 866-583-2810 to make a payment
  • Pay in person at the Clerk's Office located at City Hall, 60 Pleasant Street, Newburyport, MA 01950
  • Mail a payment to City of Newburyport, Processing Center, P.O. Box 2060, Tarrytown, NY 10591
