February 13-17 Summary

Contract 2:

The bonding for the remainder of the project has been approved by City Council.

EPG attended City Council committee meeting to review the bonding request.

Received contracts for the biofilter and cover submittals and delivered the contracts to the Water & Sewer Commission for signature.

Received prevailing wage rates from the state for inclusion in the bid documents.

February 13 Summary

Contract 1:

The ferric chloride systems are operational; EPG is reviewing one electrical issue.

All hypochlorite systems are operational in local and remote control mode.

Clarifier cover manufacturer was on site to take final measurements.

January 2017 Summary

Contract 1:

The ferric chloride control panel for remote (SCADA) control has been installed.

Testing was conducted on 1/24/17 and startup was conducted on 2/2/17.

Minor items remain to be completed by Methuen Construction.

All hypochlorite systems are operational in local and remote control mode.

Contract 2:

Bonding process for the remainder of the project is proceeding through City Council.

Finalized the contract documents pending final review by City staff and submittals of biofilter and clarifier covers.

Attended meetings with Water & Sewer Commissioners and City Council committees.

Met with staff and chemical provider to discuss alternatives for upstream odor control.

Week of 12/31 Summary

Contract 1 - Methuen Construction:

  • No construction work; awaiting installation of the ferric chloride control panel for remote (SCADA) control, now scheduled for the third week in January.
  • All hypochlorite systems are operational in local and remote control mode.

Contract 2 - EPG:

  • Finalized the bidding and construction schedule.
  • Met with City staff to discuss construction phasing, wastewater operations during construction, truck routes, etc.
  • Attended a Water and Sewer Commission meeting to review the bidding and construction schedule.
  • Made design changes to the ferric chloride shed to accommodate the heating system preferred by the facility staff.
  • Continued the development of the contract documents:
    • Upon receipt of the manufacturers’ design submittals for the biofilter and covers, design will be 100% complete.
  • The clarifier cover and biofilter submittals are being processed by the manufacturers.
    • The General Contractor Bid can be released once the submittals are received from the manufacturers.

Week of 12/18  Summary

Contract 1 - Methuen Construction:

  • No construction work; awaiting installation of the ferric chloride control panel for remote (SCADA) control.
  • All hypochlorite systems are operational in local and remote control mode.

Contract 2 - EPG:

  • Continued the development of the contract documents:
    • Architectural design is complete.
    • All other disciplines (Civil, Electrical, Heating and Ventilation, Plumbing, Structural) are approximately 95% complete.  Upon receipt of the manufacturers’ submittals for the biofilter and covers, design will be 100% complete.
  • Attended the Conservation Commission for the wetlands permit application. Hearing is now closed.
  • The clarifier cover and biofilter submittals are being processed by the manufacturers.
    • The General Contractor Bid can be released once the submittals are received from the manufacturers.

Upcoming Work:

  • Finalize the bidding and construction schedule with direction from the Water & Sewer Commission.
  • Develop the cost estimate appropriate for the final design stage
  • Meet with City staff to discuss construction phasing, wastewater operations during construction, truck routes, etc. (week of January 1, 2017)

Contract 1 - EPG:

  • Completed the testing for automatic (SCADA) control of the hypochlorite (chlorine) chemical dosing systems (December 15).

Contract 2 - EPG:

  • Continued the development of the contract documents:
    • Architectural design is complete.
    • All other disciplines (Civil, Electrical, Heating and Ventilation, Plumbing, Structural) are approximately 95% complete.  Upon receipt of the manufacturers’ submittals for the biofilter and covers, design will be 100% complete.
  • Sent the Notices of Award and Agreements for the clarifier cover and biofilter purchase contracts (12/14/16).
    • The Notices of Award set the time limit to deliver design submittals (28 days for the clarifier covers, 14 days for the biofilter).
    • The General Contractor Bid can be released once the submittals are received from the manufacturers.
  • Received final clearance from the Natural Heritage & Endangered Species Program for the wetlands permit application.
  • Conducted a field visit to obtain design details.

Upcoming Work:

  • Attend the Conservation Commission meeting to obtain the Order of Conditions (December 20).
  • Finalize the bidding and construction schedule with direction from the Water & Sewer Commission.

  • Held a design team meeting to finalize heating, ventilating, and odor control ductwork coordination items.

  • Continued the development of the contract documents beyond 65%. Design status:

    • Architectural design is complete.

    • All other disciplines (Civil, Electrical, Heating and Ventilation, Plumbing, Structural) are approximately 85% complete.

  • Prepared the Notices of Award and Agreements for the purchase of the clarifier covers and biofilter system.

  • Finalized the division of work for the filed sub-bids. Sub-bids will be:

    • Masonry

    • Miscellaneous and Ornamental Iron

    • Waterproofing; Damp Proofing and Caulking

    • Roofing and Flashing

    • Painting

  • Conducted a field visit to obtain design details.

11/14  Week Summary:

  • Conducted final testing and startup of the hypochlorite system.

  • Held a design team meeting at the treatment facility to discuss coordination items (Tuesday).

11/07  Week Summary:

  • Installed the new hypochlorite transfer pumps

  • Completed the corrective pipe work in the hypochlorite room and ferric shed.

Environmental Partners Group:

  • Provided onsite observation of Methuen Construction’s work, and worked with Methuen Construction to resolve construction questions.

  • Continued drafting the specifications for the main construction contract.

  • Submitted additional drawings for cost estimating.

10/31 Week Summary:

Methuen Construction:

  • Installed the sodium hypochlorite piping and continued installing the electrical and control system wiring.

  • SCADA integrator was onsite with electrician to finalize the hypochlorite pump controls.

  • Received the new hypochlorite transfer pumps

  • Completed the pipe work and platforms in the ferric chloride shed

Environmental Partners Group:

  • Provided onsite observation of Methuen Construction’s work, and worked with Methuen Construction to resolve construction questions.

  • Worked with Methuen and its subcontractors to troubleshoot the electrical and SCADA work

  • Released the biofilter bid package for public bid.

  • Conducted a design team workshop prior to 65% design submission.

  • Continued drafting the specifications for the main construction contract, including identifying filed sub-bids.

  • Completed the 65% design drawings.

  • Submitted drawings for cost estimating.

 

Upcoming Work:

    • Reschedule the start-up once SCADA work is completely tested and verified.

Environmental Partners Group:

  • Conduct onsite observation and coordination for Contract 1 (Methuen Construction) construction activities.

  • Conduct a review of the 65% design drawings (QA/QC and technical review).

  • Meet with operations staff to review design.

10/24 Week Summary:

Methuen Construction:

  • Installed the electrical components for the chemical feed system in the ferric chloride shed.

  • Installed the sodium hypochlorite piping and continued installing the electrical and control system wiring.

Environmental Partners:

Contract 1:

  • Reviewed and returned the revised ferric chloride control panel shop drawings.

  • Provided onsite observation of Methuen Construction’s work, and worked with Methuen Construction to resolve construction questions.

Contract 2:

  • Released the clarifier cover bid package for public bid.

  • Specifications for Contract 2:

    • Finalized the contract documents for the purchase of the biofilter system; sent the bid advertisement to the Central Register and Newburyport Daily News.

    • Began drafting the specifications for the main construction contract, including identifying filed sub-bids.

  • Drawings for Contract 2:

    • Completed the drawing for the biofilter equipment bid;

    • Drafted the structural drawings for the biofilter and blower structures;

    • Created the architectural drawings for modifications to the truck bay wall for the odor control duct work;  and

    • Continued work on the overall odor control system layout for the general contractor.

  • Permitting:

    • Finalized the permitting process with the Conservation Agent.

10/17 Week Summary:

Methuen Construction:

  • Installed the electrical components for the chemical feed system in the ferric chloride shed.

  • Installed the sodium hypochlorite piping to the septage holding tank.

  • Submitted the revised ferric chloride control panel shop drawings.

Environmental Partners:

  • Provided onsite observation of Methuen Construction’s work, and worked with Methuen Construction to resolve construction questions.

  • Conducted a design coordination meeting. Resolved blower and duct layouts in the blower enclosure, electrical equipment placement, biofilter space limitations.

  • Met at the Plant with the Chair of the Commission, the DPS Director, and Chief Operator to discuss the status of, and “walk through”, the design.

    • Reviewed potential enhancements to the odor control project as well as general upgrades that would be beneficial to complete during the construction project.

  • Specifications for Contract 2:

    • Finalized the contract documents for the purchase of the clarifier covers; sent the bid advertisement to the Central Register and Newburyport Daily News.

    • Drafted the technical specifications for the purchase of the biofilter system. Completed drafts of “Front end” specifications. Continued exchange of information with Biorem for equipment details.

    • Finalized the “front end” specifications for the two equipment purchase contracts.

  • Drawings for Contract 2:

    • Completed the clarifier cover bid drawing.

    • Created the architectural drawings for the odor control blower enclosure

    • Modified the septage receiving equipment to provide an enclosed system with the current facility as a backup;  and

    • Continued work on the biofilter blower enclosure and the overall odor control system layout for the general contractor.

  • Permitting:

    • Exchanged information with the Conservation Agent.

 

Week of 10/10/16

Methuen Construction:

  • Continued the installation of the chemical feed system in the ferric chloride shed.

  • Installed the chemical injection port in the force main.

  • Finished the new platforms in the ferric chloride shed. MC is working with EPG to move the ladder to provide better access to the transfer pump.

  • Continued the installation of the ferric chloride and sodium hypochlorite pumps, piping, valves, and electrical controls.

Environmental Partners:

  • Provided onsite observation of Methuen Construction’s work, and worked with Methuen Construction to resolve construction questions.

  • Specifications for Contract 2:

    • Continued work on the technical specifications for the purchase of clarifier covers; the structural engineer reviewed and edited the draft; EPG sent the specification to three vendors for review.

    • Drafted the technical specifications for purchase of the biofilter system. Submitted questions to Biorem for equipment details.

    • Developing “front end” specifications for the two equipment purchase contracts and the general construction contract.

      • “Front end” includes DIVISION 0 – BIDDING AND CONTRACT REQUIREMENTS (contracts; bid form; definition of roles for Engineer, Owner, and Contractor in work) and DIVISION 1 – GENERAL REQUIREMENTS (Reference standards, measurement and payment of work, operations & maintenance requirements, submittal requirements)

    • Completed the site plan with utilities and riverfront/wetlands offsets;

Week of 10/3/16

Methuen Construction:

  • Continued the demolition of the ferric chloride shed systems and began installation of the chemical feed system.

  • Installed the new steps and platforms in the ferric chloride shed.

  • Completed the installation of the flow meter manhole and underground conduits, and finished paving.

  • Continued the installation of the ferric chloride and sodium hypochlorite pumps, piping, valves, and electrical controls.

Environmental Partners:

  • Reviewed and processed payment requisition number 1.

  • Provided onsite inspection of Methuen Construction work and worked with Methuen Construction to answer questions.

  • Drafted specifications for the pre-purchase items for Contract 2: clarifier covers and biofilter system.

  • Continued development of the following drawings for Contract 2:

    • site plan with utilities and riverfront/wetlands offsets;

    • septage receiving equipment;

    • biofilter blower building and system layout for the general contractor; and

    • clarifier cover demolition and proposed plans for the general contractor.

  • Held a design coordination meeting and site visit with the entire design team. Finalized exterior duct routing and biofilter components, and resolved design coordination items.

  • Reviewed and processed the new sodium hypochlorite transfer pumps for approval.

  • The chief operator met with the design team to discuss operations priorities and potential upgrades.

Week of 9/26/16

Methuen Construction:

  • Mobilized to the plant.

  • Began demolition of ferric chloride shed systems.

  • Mounted the emergency shower in the shed.

  • Received delivery of the new steps and platforms for the ferric chloride shed.

  • Excavated for the flow meter manhole. Set the manhole base and began installation of the underground conduits. Cored through the shed concrete wall to install conduits.

  • Continued demolition of the hypochlorite room. Began installation of pumps and electrical controls.

  • Submitted payment requisition number 1.

Environmental Partners:

  • Provided onsite inspection of Methuen Construction work and worked with Methuen Construction to answer design questions.

  • Continued development of the following drawings:

    • site plan with utilities and riverfront/wetlands offsets;

    • septage receiving equipment; and

    • clarifier cover demolition and proposed plans.

  • Continued design coordination and development with subconsultants.

  • Reviewed payment requisition number 1, the proposed schedule modification, and the proposed sodium hypochlorite transfer pumps.

  • Bowker & Associates sampled at eight locations to establish the existing odor intensities. (headworks, grit wash room, gravity thickeners, primary clarifiers, secondary clarifiers, aerobic digester, sludge press, aeration basins) and mounted a hydrogen sulfide monitor/recorder in the headworks.

Reviewed the project details with the chief operator and assistant chief operator. Discussed exterior duct routing, gravity thickener duct modifications, and the potential to cover the aerobic digesters.

 

Week of 9/19/16

Methuen Construction:

  • Submitted an updated construction schedule. This will be discussed with Methuen on Monday September 26.

  • Completed corrections on most submittals.

Environmental Partners:

  • Attended the Water & Sewer Commission meeting to provide a project update.

  • Completed the first draft of the following drawings:

    • site plan with utilities & riverfront /wetlands offsets;

    • blower building architectural and mechanical;

    • odor control exterior duct work;

    • septage receiving equipment; and

    • clarifier cover demolition and proposed plans.

  • Attended the three clarifier cover vendor visits and followed up with vendors to resolve design considerations.

  • Held a conference call with Biorem and subconsultants to resolve design questions.

Week of 9/12/16

Environmental Partners:

  • Met Methuen Construction on site for preconstruction planning and walked through the construction process.
  • Reviewed Methuen Construction’s final submittals, including the ferric chloride control panel and fiberglass platforms for the ferric shed.
  • Observed the driller’s operations and catalogued soils and groundwater conditions.
  • Met with our HVAC and electrical subconsultants to finalize the biofilter fan and duct sizing, and overall scope of work.
  • Received and reviewed the new Biorem proposal for equipment selection.
  • Began specifications development for the clarifier covers and biofilter system.
  • Finalized the contract for the odor panel analysis and dispersion modeling.
  • Obtained budgetary information for potential temporary odor control systems during construction.
  • Finalized the site visit schedule with the clarifier cover representatives (week of September 19) and delivered specific requirements and requests for information.

Methuen Construction:

  • Continued its submittal of shop drawings for equipment.
  • Arrived on site on Wednesday for preconstruction layout and planning.
  • Ordered equipment. 

Status of critical path items:

  1. Ductwork layout in the new blower building:  Will be finalized week of 9/19.
  2. Clarifier bridge removal: This will be finalized with operations staff during the vendor visits.
  3. Headworks supply fan location:  Design is in its initial stages.
  4. Identify equipment pre-purchase possibilities:  EPG is developing separate bid packages for the pre-purchase of the clarifier covers and the Biorem system.
  5. Schedule the driller for the soils investigation: Driller completed work on September 15. 

Week of 9/5/16

Environmental Partners:

  • Finalize vendor visits for clarifier covers and evaluate
  • Obtain budget proposal for odor panel analysis and dispersion modeling
  • Identify boring locations for DigSafe

Methuen Construction:

  • Finalize submittals for Contract 1
  • Update delivery schedules for equipment

Status of the critical path items:

  1. Ductwork layout in the new blower building to determine building size:  Biorem is expected to deliver the equipment data early next week.
  2. Clarifier bridge rotation or removal: EPG recommends removal of the bridges. This will be finalized with operations staff during the vendor visits.
  3. Headworks supply fan location:  EPG proposes to remove an access hatch over the wetwell channel and replace it with the supply fan.
  4. Identify equipment pre-purchase possibilities:  The clarifier covers and the Biorem system are the long lead time equipment. EPG recommends pre-purchase of both by the City.
  5. Schedule the driller for the soils investigation: Tentative date remains 9/12. We have deleted one boring because of a proposed change in the duct routing. EPG expects 2 days of drilling. 

Week of 8/27/16

Environmental Partners:

  1. Toured plant to discuss new duct routes, locations of equipment, and sequence of construction.
  2. Identified options for new transfer pumps for sodium hypochlorite and sent pump information to Methuen for pricing.
  3. Finalized ductwork upgrades to provide future capacity for biofilter.
  4. Contacted clarifier representatives to schedule visits to the plant for the week of 9/19/16.
  5. Coordinated with Biorem on design requirements.

Methuen Construction:

  1. Continued submittal of shop drawings (16).  Environmental Partners has reviewed and returned each submittal.
  2. Ordered chemical pumping system equipment.
