Mission Statement
To provide the rate payers of Newburyport with cost effective wastewater collection, pumping, and treatment services, while simultaneously improving and maintaining the City's infrastructure.

Waste Water Treatment Facility Info

The Waste Water Treatment Facility is designed to handle 3.4 million gallons per day (MGD) of wastewater. Unit operations include: four aeration basins, eight mechanical mixers, two primary clarifiers, two gravity thickeners, two aerobic digesters, two secondary clarifiers, and two chlorine contact chambers with chlorination and dechlorination. Sludge dewatering is performed with two, two meter belt filter presses.

Nation Pollution Discharge Elimination System Current Permit Requirements

Bio-chemical Oxygen Demand and Suspended Solids 50 milligrams per liter daily maximum, 30 milligrams per liter monthly average and 45 milligrams per liter daily weekly maximum.
Chlorine residual .3 milligrams per liter
Fecal Coliform 400 colonies per 100 milliliters daily maximum.
Fecal Coliform 200 colonies per 100 milliliters monthly maximum

Understanding Your Water/Sewer Bill:

  • Residential customers are billed twice a year and business/commercial customers are billed quarterly.
  • Your water/sewer bill is based on actual water consumption.

If your bill appears unusually high:

  1. Read your water meter to determine current reading.
  2. Check your home for leaking faucets or toilets.
  3. Call the Water/Sewer Business Office at (978) 465-4420 to review the charges with you.

Overdue bills will be charged a $15.00 demand fee and once a demand fee has been assessed, requests for payment plans will not be honored.
Payment Plans:
To request a payment plan, call or visit the Water/Sewer Business Office and ask for a payment plan form. All payment plan forms must be completed and the first payment received by the Water/Sewer Business office before the bill due date
When Selling Your House:
When selling your house, your realtor or closing attorney should call Dawn Gettman at (978) 465-4420 to request a final water and sewer bill. The meter reading should be scheduled for two business days before the scheduled closing date. If you do not have a Realtor, the home owner should call to schedule the final meter reading and please have the following information available:

  • date of closing
  • name of new owner
  • name, telephone and fax number of attorney handling the closing

The final water/sewer bill will be faxed to the closing attorney.
