The Office of Planning and Development is the City's chief planning and development agency. The overall goal of the Office is to enhance Newburyport's physical environment and improve the quality of life for all who live, work, and visit in Newburyport.

The Planning Office helps to translate into action the goals, objectives and vision for Newburyport as articulated by its residents and their elected and appointed Officials. Planning Office staff seeks community input and ideas in order to identify and reflect common goals, and advise elected and appointed officials. Office staff develops plans, policies, and projects to guide our City's physical and economic development, affordable housing, historic preservation, and environmental conservation. The Office works to solve problems, and create new places and opportunities for people to come together and enjoy our special community.

Proposed Zoning Changes

Hull 1

Wind Energy Conversion Facility

A subcommittee of the Planning Board and the Planning & Development Committee of the City Council have been meeting to develop regulations that would allow for the construction and operation of commercial-scale wind facilities subject to special permit regulations.

The Council passed a 1st reading of the ordinance unanimously. A 2nd reading is scheduled for May 12th.

 

The following 2 changes have been recommended by the Planning Board and are before the Council.

FireAddition of Section 9-G - Building After Catastrophe This change has been amended and recommended to the City Council for adoption. The Council will consider this in May.

Amendments to Section 6-C - Two Residential 6-CStructures on One Lot The Planning Board has worked to modify the criteria for consideration of this Special Permit to clearly reflect some public benefit concerning historic preservation, affordable housing, or open space preservation.
